În 2015, un incendiu la clubul Colectiv din București a costat 27 de morți și 180 de răniți. În curând, mai multe victime ale arsurilor au început să moară în spitale din cauza rănilor care nu puneau viața în pericol. Apoi un medic fluieră către o echipă de jurnalişti de investigaţie. O revelație duce la alta, pe măsură ce jurnaliștii încep să descopere fraude vaste în domeniul sănătății. Când este numit un nou ministru al Sănătății, acesta oferă acces fără precedent la eforturile sale de reformare a sistemului corupt, dar și la obstacolele cu care se confruntă.
