" Come "Anni difficili" e "Anni facili", anche "Il vigile" non è soltanto un film divertente, ma un film istruttivo: una specie di rapporto sull'Italia 1960 dove la cornice [...] è soltanto una necessità allusiva, un espediente del parlar figurato [...]. Dietro la risibile vicenda di Otello [...] c'è anche il riflesso e l'esemplificazione di tutto un clima di malcostume politico e morale, di speculazioni, di convivenze, ricatti [...] che purtroppo non possono considerarsi eccezioni. Behind the laughable story of Othello [...] there is also the reflection and the exemplification of a whole climate of political and moral malpractice, of speculation, cohabitation, blackmail [...] which unfortunately cannot be considered exceptions. Otello Celletti ist ein Faulpelz, dessen Tätigkeit sich darauf beschränkt, allen ungefragt mitzuteilen, wie sie’s besser machen sollen, und vom örtlichen Bürgermeister mit großer Hartnäckigkeit eine Anstellung als Motorradpolizist zu fordern, schließlich habe sein zehnjähriger Sohn den Sohn eines Stadtrats vor dem Ertrinken gerettet. Als Otello mithilfe des Priesters tatsächlich den gewünschten Posten bekommt und der Filmstar Sylva Koscina sich im Fernsehen bei ihm dafür bedankt, dass er bei einer Straßenkontrolle beide Augen zugedrückt hat, wird er wegen dieser Ungleichbehandlung vom Bürgermeister vermahnt. Otello nimmt ihn beim Wort, stellt ihm einen Strafzettel wegen Geschwindigkeitsübertretung aus, lässt sich das Warndreieck zeigen und verfolgt seinen Wagen bis zum Haus seiner Geliebten.
